It looks to me that you may need to remove the water pump and the air intake system to reach the distributor cap. I'll find out this weekend for sure!!!

If you have a V8 in you Monte now the corvette engine should bolt right in but you will have to change the wiring and computer.
I know the 1998 to 2002 camaro z28, ss have same ls1 engine as the corvette ls1. Only differets is horsepower. A pc program can change the horsepower to both camaro and corvette

I know of no vehicle where the engine has to be removed to change a timing belt.
On a 1995 corvette the oil filter is located behind a shield at the bottom of the engine that looks to be held on by 4 bolts. This shield must be removed to locate the oil filter which will be obvious and located to the left side of the engine.
