the starter relay is located on the rad support near the battery
The starter relay on that 99 Silverado is located in the under hood power distribution center.

I had the same problem on my 99 and a buddy on his 97.The positive wire harness(the one that hooks to the battery, starter, starter relay, etc) Has a break in it some where.Ours was broke or nearly broke on the starter solenoid. The crimped lug was broken.Sometimes it would start and other times it wouldn't.Check it, It may be the reason. I just changed the relay on my 99 sc2. It is a standard shift and i found the relay by following the wires from the cluch pedal safety switch. But basically on the 99 it is up under the dash on the drivers side taped to the wire harness. It was covered in black electrical tape.
Check all the wires that u touched, and if all is good, might have a problem in the new starter. That's a tight place to work. I have the same problem and I have change the starter for nothing.. The fuse blows sometime and don't blow other time... I will dismantle the wiring harness to be sure of the fact that I think that the wiring harness to the starter from the battery and the power distribution box, to be corroded or something else... I'll post the result of the exam here. Thanks Steph
Remove the positive cable from the battery posts. Remove the cables from the starter. Remove the starter retaining bolts. The old starter will come off. Reverse the process to install the new starter.
