On most newer vehicles the tail light bulbs can be accessed by opening the rear door and removing a panel that allows access to the tail lights and the bulbs. If this is not possible you should have some type of screws on the tail light lenses itself that can be removed to access the bulbs.
on a 1999 mountaineer, simply remove the two screws at the top of the lens assy. then gently pry the lens rearward away from the steel piilar and the lens assy will come off into your hands. the wires going to the bulb sockets will limit distance the lens assy will move. now reach in and give a twist to the socket and it should separate from the lens assy. now replace the bulb and reverse the process. the whole ordeal should not take more than ten or fifteen minutes.
