To add a background click on Change Background Image (on Google homepage), sign in to Google (or create an account) and select the image you want. Note you have to be on the same country version of Google and signed in to see the image.
To change the image of the homepage, you must have an account. Then click change background image in the bottom right corner of the homepage. It will then let you pic from a gallery or upload your own picture.
Login to your account, go to your Google Plus profile click on the profile image to change it from an iPhone.
The images you see on Google images are mainly taken from the websites that google has indexed.To have your own images on Google image search you need to upload them onto your website then when google index's your site they should appear on google image search.

When you get to google in the bottom right hand side corner there is a button that says "change background image" click it and it opens up some options you can browse your images for one or enter the URL. But i have encountered that i will exit off my browser and come back on later and you see the image is gone.

You can change the background to any image as homepage. The image can be a part of the drive, a picassa album or a URL too. You can select Google Images as well.
Changing a photo image on answers.com is very tricky. First you must change your Facebook's profile picture. That works for me, I don't know if it works for Legacy users.
If you are asking gmail,, go to gmail, click on the image you currently have. Then copy the URL of the image you want from Google images, select "URL", then paste the URL. You are done!~Hope this helps!
