on the stratus i believe that the car has to be on a lift and the battery has to be taken out from under the car via the wheel well. I am exactly sure if this is totally correct because I'm more of a GM guy.
You are right the car has to be lifted, the wheel well front piece has a few screws you have to undo to open it. Theres your battery. Some people find it easier to remove with the tire remove but it can be done without doing that.

The fuel pump relay on a 1996 Dodge Stratus 2.4 liter is located underneath the hood. The relay will be in the integrated power module.
Dodge does not use inertia/reset switches.
