The heater control valve in a Mustang is located within the engine. It is right in the heater's core and where the coolant is located.
right front part of engine bay right behind the fan assy, you will find couple coolant hoses going into it...

your dccv (dual climate control valve) is bad. get ready for $300 + labor... it is actually valve controlling flow of coolant to your heater coil... one side is stuck open... unfortunately you have to replace it...
If you are looking for a valve in the heater hoses that restricts coolant flow, it does not have one.
Remove the heater control valve and replace it.
The heater control valve is used to shut off hot coolant from entering the core when the heater is in the off position. A heater control valve can be actuated by either a vacuum line or a cable from the vacuum heater control valve to the heater core. This hose should be warm; if not the heater control valve is stuck and needs to be replaced
