1) Remove battery connections- this will loose radio presets & any security codes in the radio so make notes first 2) find the shrader valve on the fuel rail to bleed off the fuel pressure. It usually will be toward the front of the engine & mine has a black plastic cover. Remove & it looks like the air valve in a tire stem. Have something to catch the gasoline (yes do be careful since gasoline is a bit volatile!). 3) once the pressure is out of the fuel lines, the filter is located just in front & above the rear axle on the driver's side. Undo the hose clamps & carefully work the rubber hoses loose. Be ready to catch more gasoline that leaks out of the lines & filter- if it squirts out, there is still pressure in the fuel line & you do not do steps 1 or 2 correctly. 4) Install replacement filter paying carefull attention to the direction of flow (toward the engine). Tighten the hose clamps securely. 5) reconnect battery connections 6) CHECK FOR LEAKS!
In the gas tank...most people change the pump along with the filter.
You have to drop the fuel tank, it's part of the fuel pump.

the fuel filter is on the frame rail drivers side ahead of the rear wheel, you will need fuel connector separation tools but its pretty easy
the answer is no to that i have a 97 wrangler se and when i went to tune it up i was told that the fuel filter is inside the tank
It is located inside the fuel tank, combined with the fuel pump.
