The short answer is -- you don't.
The fuel filter is an integral part of the fuel pump located inside the gas tank. The filter is designed to last the life of the car.
If you really believe you've gotten a tank full of contaminated fuel (very rare these days with multiple filters between the in ground tank and the nozzle) you'll have to remove the entire pump assembly from the tank to get to the filter.

There is not a fuel filter to change on a 2004 pacifica. They use the sock in the tanks for that, apparently.

You will need to remove the gas tank from your 2004 VW Passat in order to change the fuel filter. Remove the gas line. Remove the fuel filter retaining plate. Reverse the process to install the new fuel filter.

There is not inline fuel filter on a 2004 Sebring. The only filter on it is the one on the fuel pump and the only way to change that is to replace the fuel pump. $175 at autozone. Ridiculous I know!!
