Pull the turn signal arm towards you. ^^what?.. open the hood, unclip the connector into the plug holding the bulb. twist the plug and pull out of headlight housing. replace with new bulb/plug, and turn to lock in place. clip the plug back in. test it out. try not to touch the bulb itself with ur fingers especially if you have grease on them.

try new light bulbs
when high beams are turned on low beams go out u need to look at the wires and connetors 4 the high beams are not working on that side good luck
I have a 1990 Honda Prelude, and it has what is called a high interference engine. So if you are asking because of the timing belt situation. Yes change it every 90 -100 thousand KM. If it breaks you could end up bending your valves and usually it is not worth repairing..
my 91 Honda prelude 4ws si with 2.1 engine had high idle in park. then my timing belt went put a new belt on hasn't done it yet!!! I do not fix them, I bring it to the dealer and let them fix it.
it could be your dimmer switch is getting bad
