If the high beam switch is broken that it should be replaced. When the unit is replaced the high beams will work again.
9006 for low beams and 9005 for high beams

I looked in the Honda technical manual wiring diagrams and I don't think there is a separate relay for the low beam headlights. The headlight switch itself is located right above the steering column where the headlight stalk is attached - controls parking lights, high beams and low beams. It could be that a relay is integrated within this switch, so if you're having problems with your low beams turning on, you'll have to replace this switch.

It is built into the directional signal stalk. Pull it towards you with your fingers and it will 'click' the switch that controls the cycling between the high and low beams.
