left horn Remove the headlamp assembly. In order to gain access to the horn assembly, pull the headlamp assembly to one side. Remove the bolt to the horn bracket through the headlamp cavity. Disconnect the electrical connector
right horn Remove the splash shield from under the fender. Remove the bolt to horn bracket from under the facia. Disconnect the electrical connector
On a 1994 Buick Skylark, the horn relay is located behind the dash and to the left of the steering wheel. The horn relay is comprised of three wires.

Locate the horn behind the front bumper on the driver's side.. Unplug the electrical connector to the horn. Remove the horn mounting bracket bolt. Remove the horn.

Just yank-out the fuse for the horn until you get it fixed.
Well the easy answer is "In the middle of the steering wheel.

if your horn doesn't work could it be the air bag on the steering wheel
It sounds like it's near the driver's side in the engine compartment.
It could be your courtesy light fuse. See my answer on horn blowing continously. It is really hard to explain what the problem is.
It is because the horn relay is going bad. Mine finally went, now I have to find out how to replace it.
Remove the plastic cover over the drivers side headlights, then remove the headlight assembly(driver side only). The horn is directly underneath it - fairly easy to access, remove, replace, whatever you need to do. I replaced mine in no time.
