The picture associated with a user account is changed in the Accounts section of the System Preferences. You can drag a picture into the image well or place the mouse pointer over the image which will offer an arrow in the lower right corner. By clicking the arrow you can select from the provided pictures or select the Edit Picture... option which will offer you the choice of taking a picture with the Mac's built in camera, adding a picture from your Mac with the Choose button and scaling the size of the image.
