As far as I know, there is no filter for the power steering unit.

The filter is hose clamped into the low pressure return line to the pump. First, drain the power steering fluid, then cut the rubber hose line within an inch of the filter and install the new one.
Try checking the power steering fluid. My taurus did the same thing until i filled the power steering fluid.

the filter is built into the power steering reservoir . the filter cant be replaced separately . the reservoir itself should be replaced.
I'm not a mechanic / technician , but as far as I know the power steering doesn't have a filter
