If you can get an impact wrench engaged on the nut, that will usually break it loose. If you can't get the clearance to use the wrench, use a pneumatic cold chisel on the edge of the nut. If it doesn't spin it off, you can use it to cut through the nut. This usually works, even on locking lug nuts where you've misplaced the key. Good luck.

Initially it'll be a chemical change...but a rusted oil drum is also a weakened one, and (especially if you piled other drums on top of it) it could change shape through applied external forces lower than ones normally needed to change the shape of an oil drum, and that would be a physical change.
