to change the serperntine belt on a 94 cougar you must pullup on the tensioner pulley and after getting the belt fully in place. you have to release that tension to get the belt completely in place. just make sure that you don't loosen that bolt on the front of the tensioneer pulley in doing so. you may need to put a "cheater" bar on your wrench when pulling up on that pulley b/c it can be hard to reach. also and extra set of hands are usually necessary when pulling the pulley up b/c while one person holds the pulley up the other can plcae the belt on the idler pulley (from experience that is the best place to put the belt on last, since it is smoother). good luck!
