Not sure if this will help, but on most cars now, there isn't a "speed cable", there is just wires that go to the sensor on the transaxle (transmission) that goes up to the instrument cluster (speedometer, tach, gaugees, etc...).

A 1999 Ram does not have a speedometer cable. The speed signal comes from the abs system.

Replace or change the tension on the spring on the manual control to throttle connection. Most speed problems are caused by the manual cable control cable being maladjusted and one cannot get a mower to run at a decent speed.
