Unbolt master cylinder ( no need to disconnect brake fluid lines ) Here is the hard part. Contort yourself ,so you are able to get under the L/S dash below steering column, remove ( 4 ) nuts from 4 studs securing the brake booster to the firewall. Then reve the booster from under the hood

The Regulator for a 1994 Deville is mounted on the fuel rail. Disconnect the battery, then relieve fuel pressure. Remove the vacuum line from the regulator and unscrew it to replace.
You left out the main ingredient. There is vacuum hoses for the PCV valve, the power brake booster, air conditioner and emissions. They are all on the engine under the hood.
