The water pump on that neon is located in the distribution belt with between the camshaft and crankshaft pulley, you have to change also the belt, the problem with that is that it is really difficult to remove the crankshaft pulley, you need a very special extractor for that. Removing the water pump is really easy.
Replacing the water pump on the 2000 Neon is a parallel to the explaination of replacing the timing belt which I have posted an answer for. If you have over 100,000 miles on the car, look at replacing the timing belt as well.
You will need to use the Haynes repair manual, Dodge Neon 2000 thru 2003. Book #30036 I used it to change an oil pump and it helped alot!

The only way to access the water pump on a Neon is to disassemble the passenger side of the engine.
You can change the water pump on your 2000 Mercedes E3 20 by first removing the water pump belt. Next remove the water lines. Remove the bolts that hold the water pump in place. The water pump will pull outward and can be removed. Reverse the process to install the new water pump.
