Well, some users have an option on the sidebar that says "Edit Question." If you have that option, clicking it will take you to an edit screen where you can change the wording of the current question. Not all users have all options. Signing up for the site will offer more options than using the site anonymously (which makes sense from a security perspective... it is easier to trust users who we can keep track of). Then, if you have been here a while and have been a good contributor, you might choose to become a supervisor, and then you'll get more options for other things that you can do on the site. As with any other option on the site, changing the wording of a question should be done carefully, focusing on retaining the original intent of the question where possible.

You can change wording and the spelling. You can also change categories.
You can click the orange "Answer this question" button below your question. If the question has already been answered, you can modify, change, or add to it by clicking the green "Improve Answer" button" below the answer.
If you see a duplicate question on WikiAnswers, please change the question wording to the other. You will then get a message that says "The question [First question] already exists as a redirect to [Second question]. Recommend that this be merged." Click "recommend that this be merged" and the request will be reviewed.
Find the question on your watchlist - click it (it should open in a new window) then simply click 'improve this answer...'
Not everyone has English as a first language, and not every question is written in correct English. In such a case, Supervisors may change the wording to make the question more understandable.

WikiAnswers always does that. It just means nobody else has asked exactly the question you are asking. You could try rephrasing your question, to see if something close to the answer you want turns up. Otherwise, simply ask your question and wait to see if it's answered. The list of other questions, headed in red 'Is one of these your question?' is offering questions and answers which might be helpful to you. Under this list is the heading, 'No? Post your question to the community!'. Beneath this is a pane which will contain the question you've entered. You can click on 'Submit Question', and then your question will be posted on WikiAnswers and you will be notified if the question is answered, or altered in some way. Or you can change the wording of your question and submit the new wording.
It normally only says that if you changed the question wording and then tried to answer the question, which is a bug. Refresh the page after you change the question wording before you answer the question and it should allow you to answer the question just fine. If not please post in the Malfunction Discussion section in the community forum.
You basically answered your own question. Usually when your making a wish you already want something and if as you stated have a "strong wish" you are already obsessed to begin with. If you find this is an obsession that is overbearing you should really seek help for this.
You see, what they do is browse through the questions and pick the top ones. They then change the identity of the penguin. So you can get your question answered, but it won't have your name.
