In Steam, right click Counter-Strike.
Then click "Properties".
Then click "Set Launch Options".
The options to enter would be:
-width (lowest=800)
-height (lowest=600)
-refresh or -freq (I'm not sure what would be good on this one, just decide according to your hardware)
