You will have to log in with administrator account and change the privileges to admin for that required account.
You will need to reinstall the operating system.

Wintel admin means Administrator for windows operating system with Intel hardware called Wintel (Windows + Intel = WIntel )
Elevation is a Microsoft Windows term; other operating systems have a similar concept under a different name. Normally, Windows runs in "restricted" mode, which prevents applications from installing without the user's knowledge or consent, and prevents unauthorized changes to the system's parameters. In order to configure the system or install a new application, Windows will request "elevation" from the user. This means that the system needs more than "restricted" access, and needs to move up to "admin" access in order to complete the process. Once the process is complete, the system returns from its "elevated" status of "admin" back to the "restricted" mode. You should only authorize an "elevation" if you specifically requested a change to your computer or are attempting to install a new application. If you did not request any changes, you should instead not allow the "elevation" to occur, which will prevent malicious software from taking over your system.

Yes, you can do so in registry settings. However where it's located very much depends on the version of Windows you are using. Please feel free to message me and I'll help as best I can.

i would either: a) if the school do not want you to change anything, leave it as it is, or b) send it to a retailers, or c)if you know a lot about computers, restore the software using an external hard drive and then reset the passwords and admin.
May not be correct but try.. User Configuration > Admin Templates > Windows Components > Windows Installer
