How do you change your leader in Final Fantasy xiii?

You have to finish the game first.

After you finished the game you would be able to make Pokemon as leader.

Just visit the Pokemon you want to make leader and talk to him.

Make it join your team and then click "Make Leader."

Well, I think you have to complete the story mode first of all. Then you have to go and visit any wild Pokemon you have befriended in their various habitats. Talk to them, and the option will appear, "Become Leader" or something close to that. If you want to change leader in a dungeon, talk to any of the Pokemon in your party, (make sure you entered with them from the start, as Pokemon befriended during the exploration will not have this option) then there will be an option, "Become Leader" or, again, something close to that, (after the story mode is complete).

You can't until the end of disc 2. Even after that it's limited to your earlier choices. (POV I think they based it on a MMORPG engine and released it too early. - I thought 13 was going to be the MMORPG, 2 years ago, with 14 being the FFRPG).
