depends. is it squeaking then most likely the pads. however if you leave it to long then the disc get warn into and therefor you will have to get the disc shaved down and in some cases replaced if to much damage is done. this being said if you go to the shop and they tell you both they probably aren't lieing and you should replace both. you can always check yourself and run your hands down the disk and see if you feel grooves in it. if they are deep then that means you have postponed your brake change for a little longer than you wanted to.

Disc pads are pretty easy although you should have rotors turned at the same time. If you just want to change pads, there are 2 bolts on caliper. Remove those & it comes off. Pads just clip onto that (literally) Use new ones if pads come with them or salvage the old ones. Pay attn to how attached before pulling old pads. Use wire or something to support caliper if hose does not reach the ground so you don't stretch/damage brake hose. If you are careful, you may be able to get them on without having to bleed brakes. The tricky part is separating pads enough to get back on rotor. Shops use a seperator like a reverse c-clamp. You may be able to force apart enough depending how much wear was on original pads. If not, you can always open bleeder (on caliper) long enough to force them open easily(relieves pressure) If you do this, bleed when done. Just add dot 3 to master, have a helper push brake & hold. When down open, close after it comes out. Release brake pedal, repeat as necessary.
