Using a set of a/c gauges put the blue hose on the low side (suction side) and the red hose on the high side (discharge side) and make sure that there is no Freon in the system.
Put the yellow hose on your vacuum pump and let it run for about 1 hour and then let it sit for 1 hour so that you can see if it will at least hold the vacuum pulled.
If so then let it run for an additional hour and then start the recharging process remembering to keep the low side readings between 30 to 40psi and the high side between 200 psi to 250 psi depending on the outside temperature and also remember to add refrigeration oil as well.
The quoted numbers are typical of R134a refrigeration systems. Other refrigerant formulations will produce different high and low side pressure readings for the same cooling effect.
The purpose of vacuuming out the system is twofold:
system may need to be evacuated prior to charging
Is compressor running? If refrigerant charge is low it will not
A refrigerant compressor will be hot when running whether or not the charge is too high or too low. If the charge is too low, the compressor will cycle on and off. If too high the compressor may not run at all.

You need to properly evacuate A/C system, then remove compressor. Install new part, properly charge A/C system. Ensure you are using proper type and amount of compressor oil.
It's either low on charge, has bad wiring, needs a new pressure switch or needs a new clutch.
read the manufacturers logo on the side of the unit and weigh the charge

Yes if the compressor has oil in it, drain it out and measure what comes out. A good general rule is about 3-5 oz to put in the new compressor. Make sure to put it directly in the suction side(low side) of the compressor and turn it about 10 times .
You don't if you have automatic stablizing. It's done automatically with the compressor located behind the rear passenger tire. If it isn't doing what it is supposed to, then it needs to be repaired or replaced. You can charge them manually, but it will not last.
