A refrigerant compressor will be hot when running whether or not the charge is too high or too low. If the charge is too low, the compressor will cycle on and off. If too high the compressor may not run at all.

The amount of refrigerant a unit contains depends on the size of the unit. That is the standard charge but the charge after the system is installed may be more or less. The system charge depends on the size of the refrigerant lines, the length of the lines, and the size of the unit.
Remove and contain the refrigerant; if you suspect the compressor motor has a burnd-out; treat the refrigerant as contaminated. Disconnect the lines from the compressor, including electrical, replace the filter, and compressor, purge the system, check for leaks, vent the nitrogen, do a pull down below 500 microns, replace refrigerant, and oil. do a run up check pressures, and temp.
you need some specialized equipment this process generally refers to pumping pressurized nitrogen gas through the components (the tubing running to and from the indoor unit). The nitrogen gas carries out the moisture and any minor pieces of contaminate which will shorten system compressor life. Then you pressure test your connections based on the refrigerant you will be using. Then you pull a vacuum on the system to eliminate the nitrogen gas. then you release the refrigerant charge into the tubing and the indoor component (the entire refrigerant charge is shipped in the outdoor unit and is sealed in place until you unseal it with an allen wrench).
As long as the compressor is the correct one for the unit and the compressor was not damaged in the error (as it can if fed liquid refrigerant). No fault will be evident as the compressor can only pump one direction.
If there is not a problem with your indoor or outdoor fan you may have developed a leak and lost some of your refrigerant charge and the low pressure safety is turning off the compressor.
If this a split system, indoors and outdoors, and the outdoors unit appears to be running I suspect that you have a problem with the compressor. Maybe you have a leak and lost our refrigerant. Either of these can cause this symptom. Both require sophisticated repairs.Regards.

If there is not a pressure tap on the suction line(the larger pipe comming off of the compressor) you need to install a piercing valve with a 1/4" flare for the refrigerant hose and charge. Depending on the age of the window unit it might be worth buying a new one.
It usually means that the air conditioner has low refrigerant. You need to get the compressor recharged - but beware - if the unit IS low on refrigerant, then you might have a leak in the cooling system.
