Underneath the dash there is a small button that is pressed in when your pedal is released. Sometimes they get kicked out of adjustment or dirty and get pluged up. Try to clean it and see if you can push it in, it should pop back out. To adjust it, you need to loosen the nut that secures it and adjust it out until your lights go off. then tighten the nut back down.
I just had this problem on my 98 Frontier because the brake lights were staying on. I had to replace the brake light switch and the brake light button for it to go out.
To the left of the steering wheel on the dash is a switch that says cab light. Near that will be either a blank filler piece or if your Frontier is equiped with fog lights the fog light switch will be there.

If the dim lights are continuously staying on there may be an issue with the dimmer switch. The actual switch may be jammed in the on position. Check the switch with a voltmeter and see if there is continuous power coming from it.
