To satisfy Alberta Canada Vehicle inspection requirements:
A machine designed for the purpose and specifically intended for the head lights being aimed may be used
Otherwise:
A grid painted or other wise permanently attached to a flat surface (Mine is a pre-printed paper glued to 1/8 plywood)
Then the Height of the head light is taken and the grid set up to show where the light shines with the center line at the same height as the head lights.
How I do it on the road for my cars and truck:
First find a wall you can point the car at.
Adjust both head lights so on low beam they point just slightly to the right of straight ahead.
Then adjust both so they drop about three inches in 20 feet. Since I don't bother with a tape measure, I eyeball the height until I think it is right.
Then I test drive, since I usually end up doing this on a trip on the road in the dark the test drive is either till I need gas next, or if I'm way out it just takes a minute on the shoulder or off ramp. Safety first!
So I am looking for the head lights to both be pointed down the road, the natural cone of the light following the centre line on the left and the pool of light to be obvious 10 car lengths or a little less in front.
The real test is High beam, This should throw its pool of light starting 5 or more car lengths down the road and straight ahead.
The natural cone of light should be straight ahead and the height of the head lights for as far as they reach.
Check the operation and alignment of the stop light switch
We had a light alignment problem on our 2007 S40 and they could not adjust due to the design of the head lights... The fix was to replace the left 2007 S40 head light with a 2008 S40 head light....
If the trunk lid isn't actually ajar, the switch has gone out of alignment, or it broke.
Check Fuses Check Fuses.
Check your head light bulb or check the fuse 10A under the hood and see if it's not blown.

Not necessarily. If the car was in alignment prior to getting the new tires, it will be in alignment after the new tires. It isn't a bad idea to check the alignment periodically and it is probably better to check it more frequently than when you get new tires.
no a burnt out headlight will not cause a check engine light but if you go to most of the part places they will check the check engine light for free
