Almost all new ceiling fans have "lifetime" sealed bearings and should not require oil. The only one I know of still using oil is the Hunter Original.

Your fan relay is stuck or you have a bad tstat. Check your auto fan (summer fan switch ) on your furnace if equipped. Mostly older oil furnaces.

change the head gasket the oil pan and head gasket and check the fan fuse i had the same problem this helped everything.
