to check the ignition coil on the B18 you need to go to the little black box (distrubitor) where your spark plug wires are located and unscrew the 3 screws you will see. well first you need to disconnect the battery. then take a test light and see if it has power, and if not you need a new one. and if you need a new distrubitor, i have one...email, basketballpjb@aol.com
Check the crank sensor. I had a 98 cirrus that wouldn't start and that was the problem
this means two things not enough power to give enough spark to the distrubitor cap meaning new coil requried or if u mean the spark plug wires or not giving spark replace all wires and rotor buton under the distrubitor cap ang clean the coil plug with a fine sand paper.

pull the number one spark plug, turn the crank pully by hand till the piston hits top dead center,(to check for top dead center place a unsharped pencil in the spark plug hole as you turn the crank the pencil will rise and at the point it starts to go back down is top dead center) look at your rotor posistion, if not in the right place,(if you don't know which way the rotor should be pointing ask your parts man to show you in his book the distrubitor diagram) lift distrubitor off gear turn rotor till its just a hair past #1 posistion, as you lower the distrubitor the rotor will aline back in place, clamp it down, (hand tight to allow for adjustment) replace plug and wire, crank it over and then use a timing light to fine tune,once tuned tightin distrubitor clamp.if this is a carberated engine ask your parts man at what % to set the timing and also while setting it you will have to unplug the vacum advance hose to retard it.
possability at a quarry, or look for a stone distrubitor,
It could be the firing order is wrong
check the circuit braeker
check power to horn - no power to horn -check ground -no power to horn -check relay - no power to relay -check fuse inside car first thing -still no power to relay -check horn button -still no power - possible break in wire
