Because you placed this question in the "Technology" section I'm going to assume that you meant to ask about an internet Connection. I'm also going to assume that when you say "that its work properly" you're meaning to ask about verifying the speed of your connection. There are some online resources such as the link below that can test the connection speed.
This question would be easier to answer if the type of IC was specified. But generally, there are 3 reasons an IC will not work:1. It is broken. If a large voltage or shock has been applied to it, or the power hooked up to it in reverse, an IC will usually burn out. This may or may not be accompanied with the release of the Magic Blue Smoke. (http://en.wikipedia.org/wiki/Magic_smoke)2. Your power supply is dead or not outputting enough voltage. If the voltage supplied is too low for the IC to use, it may not function properly or at all. Check the power supply.3. The circuit the IC is in is broken. Check all the wires/solder points. Test the IC in a known working circuit.
u check it
If they flirt/ check out others, work lots of "late shifts", you can check their emails/phones, and ic they are acting distant/ uninterested towards you.
To check the IC by the multimeter, you have to make sure that the pointer points at the current. You can then connect the multimeter across the check the IC.
because the ic may work efficiently...

The letters "IC" pronounced properly can say "icy" meaning very cold.
There is no Calculus function like ic 4808. Kindly check your question again.
the op amp is a one IC which does not work at hige volteg so the IC not consumed the high frequncy
VTEC may or may not work when the check engine light is on. It depends on why the check engine light is one. If it is on because of a problem with the VTEC system, then, no, it will not work properly.
Check the datasheet for pinout.
Is it APR 9600 or ARP 9600? If it is APR 9600 sound record/replay IC, check out the link given below. It contains the pin configuration of the IC.
