To check the fuses on a 1999 Harley Davidson motorcycle, use a fuse puller to pull each fuse out. Look at the side of the fuse to see if there is a break in the filament inside. If there is a break in the filament the fuse is blown.
The stator is located behind the compensator sprocket inside the front of the primary cover.
The voltage regulator is bad or the Stator. Check to make sure you do not have something pulling power when the key is off.. Check the voltage should be 12.5 to 14.0, if it is lower then 12.5 with the engine running at idle. Check the stator for ground if the stator is grounding out bad Stator. In order to check the stator on boat, you need to have a multimeter. First you have to make sure that the spark plugs are not misfiring. If they are replace them and then restart the battery.

You really can't. If its not starting it might be your stator. Best to take it to shop, have them check it for you and pin point the cause. You can buy the parts you can do it yourself. Save $500.

An electric motor has a stator and a rotor. The stator does not move. The rotor rotates inside the stator.
First check for ground with your OHM meter. From one pin on the stator to ground. Nest check the other pin. If you have a ground, or any OHMs, its bad. For more detailed information, please see the related link below.
