If you look at it you will see a vacuum line hooked to it, while the engine is running unplug it and the engine sound should change. If it don't then the regulator is bad.
You can also hook up a fuel pressure gauge to the fuel line and read what the pressure is while engine is idleing and then unplug the regulator and the fuel pressure should go up a few LBS. If not replace regulator.
Could be a faulty check valve in the fuel pump, a leaky fuel injector poppet or a leaky fuel pressure regulator. My guess would be the fuel pressure regulator.
Check your fuel pressure regulator. $40-$50 is what it will roughly be. Should be somewhere on the top side of the engine connected to your fuel injector rail. That would cause your flooding problem. Shouldn't be hard to do on your truck.

i would check the wires, you might have a short to power which would keep the injectors open all the time.
No it is not a fuel pump problem. It either has a grounded are open circurt. Check wiring to injector. May just be a bad INJECTOR.
Check three things: Fuel pump relay, and fuel pump inertia cut off safety device if equiped. check for 12 volts at the fuel pump to rule out faulty connector or wiring. Presumably you mean slow cranking. Check for weak battery or bad starter. If not slow cranking so much as long cranking time check for loss of fuel pressure overnight using fuel pressure gauge. If so, suspect leaking injector or possibly leaking regulator.
Black smoke is a sign of a vehicle running rich. I would check for a bad fuel pressure regulator, bad fuel injector or very plugged air filter. A fuel pressure test could tell you much.
