To check if your fuel pump is working take out the fuel pump relay and jump the wires that go to the switch in the relay ( marked on the side or labelled 30 and 87 on the relay ) with a jumper wire. Walk back to your tank and you should hear it come on. Don't let it run for any longer than necessary or you will overpressure your fuel system. Another way to check is to disconnect your battery and remove the pump from your tank and jump it with wires from a good battery. Just because the pump comes on doesn't mean its pumping enough pressure to your fuel rail. To test for pressure use a fuel pressure gauge ( they come with instructions ) and test for the correct pressure listed in your repair/shop manual.
Actually it would be safer to substitute the relay with a good known one. There are several on the fuse and relay block so just remove the one for the fuel pump and substitute with interior light relay or something like that. This way you won't come into contact with any electrical current and you will not over pressurize the fuel system
first check to see if fuel filter is clogged.if you have an electric fuel pump, check the fuel pump fuse. next check the fuel lift pump. then check the injector pump
check for voltage back where the hot wire connects to the fuel pump. also check groundwire off fuel pump. check fuel pump fuse / check fuel pump relay.
You will need a fuel pressure guage to check the fuel pump. The pump operates at 13 psi.
You can check your 1984 928 Porsche fuel pump with a diagnostic tester. You can also check the fuel pump by connecting the wires to a power source and see if the fuel pump operates.

Check to make sure that the pump is getting power to the Neon fuel pump. Check the pump relay, and the pump fuses.
Check the electrical plug at the fuel pump for melt-down damage. Check the inertia fuel pump shut down switch. Check the fuse. Check the relay.

Check there is power to the fuel pump via the connector at the tank. Check fuel pump relay and fuses related to this. Or if there is a fuel cutout switch on this somehwere. If not, then need a fuel pump.
Check the fuel pump, fuel pump wiring, fuel pump relay and fuel pump fuse.
Assuming its Fuel injected. check the FUEL pump, or the fuel pump relay. there is also a fuel pump fuse under the hood you might check that first. Your problem is most likely a bad fuel pump. If its carburated check the fuel pump or a plugged fuel filer.
