Under the quad, at least on the 2003 and 2005 suzuki ozark 250 quad runners, it is under the quad, there is a 17mm bolt that is the only bolt accessible under the quad, take that out and it drains it.

To check the oil on a suzuki quadrunner 250 you have to look between the back fender and the right rear wheel (If you r standing in front of the back of it) there is this little glass circle on the motor just clean it off with your finger and if you will see the oil lever im not sure or not oif the oil is soposed to be over the glass or half way or not im trying to find that out my self if you know
Yes, oil should be put in the crankcase on a 1989 Suzuki RM 250. The proper oil to use for this is a product made by Standard Oil called 80-90W Gear Oil.

Yes it does remove the 3 bolts holding the filter cover and you will find it there.
open up the rear axle differntial drain oil locate the bearings and take large needlenose pliers and gently pull the bearings out without damaging the differncial housing (expensive!!!!!!!!!!)
