It depends on what the black mark is (ink, dirt, rubber from the sole of a show). Still, you can cry these ideas:
- a pencil eraser... this possibly could get between the tiny hills and valleys of your textured wall, but if your black mark is large it could be time consuming
- cleaning solution and a soft scrub brush...the cleaning solution obviously depends on what caused the black mark
- hairspray and a soft scrub brush, followed by a quick rinse with water or windex because the hairspray may leave a sheen
If you can't remove it, obviously you could paint the wall.

This is hard because of the texture, but you could sand the area where you will place the decal to make it smooth and the decal will stay better. It also depends on the type of textured surface, high quality decals can actually stick to textured surfaces (depending on how textured), just make sure your surface is as clean as possible. Try also putting the decal up as slow as possible, this will also help.
