If you are cleaning the oil off of something then use done dish detergent. That's what people use to clean oil off of beards after an oil spill.
I checked today (June 3) on Boots and Coots website, and saw nothing to suggest that they are involved in the clean up. However, they may own equipment that others companies are using.

how do you clean up a an armoral spill in kitchen
You should not use hand dishwashing detergent in your dishwasher. The suds created by the soap will spill out onto the floor and is very difficult to clean up.
Age of spill is important here, rags if wet will be flammable. CAUTION required! If fumes have dissipated (old spill like leak from container) no really big clean up would be needed, maybe just wipe dissolved dust/dirt with cloth wrung out in warm water with a small quantity of a detergent added.
Yes,it can be stopped. They will have to cap the spill, clean the oil from the water, and clean all the effected animals.
