Use a dilute solution of Milton fluid (the stuff they use to sterilize baby bottles with). Use 1 capful of Milton to 1 gallon of water. Scrub the tank thoroughly inside and out - since it's unlikely you know what it died of - you need to be sure you've sanitized all parts of the tank. Once you've cleaned it, rinse all surfaces with clean water, then leave the tank to dry on its own.
