Breath on the side that is scratched then lightly rub the surface with cloth or you can buy a disk cleaner from game stop or any video game store

Most places that sell cd's or video games will also sell disc cleaners. There are kits that include sprays and wipes. There are also small machines that you insert the disc in to clean it.

Probably the game is old, scratched, dirty, etc. Also if the game system is old, scratched, dirty, etc. Or if the power source is old, scratched, dirty, etc. Also there can be something that went wrong in the creation of the game. Also, if you are playing an online game, it could lag because you have bad connection to the host.
