You can polish out scratches on the clear side of a music or game or video CD using a very mild abrasive. The best to use is toothpaste - not the clear gel kind but any kind that contains white cream. Use a finger and polish and polish and polish the scratched area.You don't have to worry about the data - that is on the label side under the paint. Most places that sell cd's or video games will also sell disc cleaners. There are kits that include sprays and wipes. There are also small machines that you insert the disc in to clean it.
This happened in my game too but it was far worse. That usually means the CD you have for the game is scratched or you should adjust the graphic settings. But in case the CD is scratched just get a new game.

I think family video does it for like two dollars and game stop sells some stuff where you can do it you're self but it won't work if it's too scratched up.
