Use Autosol or rubbing compound and buff it Assuming it is an old button, you do not want to remove the patina. Do not use Brasso or naval jelly. When I buy an old brass British cap badge, I clean it with a tooth brush and tooth paste. That removes any dirt and cleans it just enough to look a little brighter.
You can simply clean the silver and keep it stored to prevent it from tarnishing. If you need to clean it, you can create a simple baking soda and water mix which is available at most stores and does a very good job of removing tarnish from brass instruments.
Use a metal polish like Wenol or Duraglit.
