I'm assuming you mean cowboy boots, because that's what you typically wear and show in when riding western. In that case, it varies from boot to boot. I have 5 pairs of cowboy boots, and 3 of them have the smooth soles, while the other two have a rubber sole with a slight tread. Both are fine, it just depends on which you prefer. I personally prefer the smooth soled boots because they don't get a bunch of manure/dirt stuck in the tread, and in the case that I need to do an emergency dismount, or I fall, they come out of the stirrups easier.
Are you sure the dirt is on the inside? Most of the time the dirt is on the outside and only looks like its on the inside. You can clean the outside with Crystalenz. This stuff works really well, for more info see the website www.crystalenz.com. If you have water on the inside, you can drill a small hole (1/8th) or smaller on the lower side of the lens, and it will clear up over time.
