Honda Elements dont have Fuel Filters. There is a "fuel screen" but not usually changed outside the dealership.

The fuel strainer is found inside of the fuel tank on top of the petcock. Loosen the 30mm petcock retaining nut. remove the petcock. The plastic screen tube must be pulled out of the tank. Clean or replace as necessary.

It's fuel injected and has no carburetor. Use a quality fuel injector cleaner such as Seafoam or Techron poured into the fuel tank every 6 months to keep the injectors clean.
Go Down to your local part store and by the best fuel injector cleaner for your car.
Soak the carb in fuel overnight and wipe it clean. Put it back together and fire it up.
try running with fuel cap open. If it keeps running, breather in fuel cap blocked, strip fuel cap and clean.
There is no fuel shutoff on a Honda.
According to Consumer Reports, the Honda Element gets a much better than average rating for reliability. That doesn't explain everything. The Honda Element scored a 55, which is nowhere near the best-in-class RAV4, ranking in the 80s for score. The Honda element was discontinued in 2010 for Canada and was discontinued in 2011 in America. Honda is currently working on a successor, to hit the road in early 2013, perhaps?
