Why are rubbers made of rubber and can rub out and rubber balls cannot?

Rubber as a compound can be formulated in many ways. In erasers it is made to be stickier to graphite particles from lead pencils than paper so the graphite preferentially sticks to the eraser. The rubber is also soft so the paper abrades it and the graphite containing surface os worn away for disposal. The result is clean paper and rubber/graphite dust. Some very soft erasers for art work are very soft so that no danmage to the paper happens, These can retain the graphite and eventually get quite dirty and have to be discarded as they leave maks rather than remove them. Some erasers contain a bit of abrasive and remove the top layer of the paper as well making them useful for removing inks that penetrate the paper surface. A rubber ball is generally made from a harder and tougher rubber without the stickiness or softness of the eraser. Most modern "rubber" balls are made of chemical polymers which are not really rubber and have to affinity for graphite.

How can you write with a pencil?

A sharp point on a pencil will be eroded by a rough surface (paper) and leave a coating of graphite. This does not immediately penetrate the paper and can be erased. After some time, the paper will absorb some graphite molecules into its structure, and erasures will not be complete.
