Externally
Wipe down with a damp cloth (not wet). Vacuum the air vents.
Internally.
Switch off and remove plugs. Remove covers. Use a clean dry paint brush to loosen fluff and dust, whilst holding the end of a vacuum cleaner close to the brush. Do not touch any of the components with the nozzle. Pay attention to the cpu heatsink and power supply fan vents.
Software.
Remove any unwanted programs using the removal program that came with the software, or use windows add/remove programs in control panel.
Delete temporary files, with extension *.TMP
Find and delete copies of files.
Defragment disk drive.
Use a clean up tool, either in windows or another such as CC cleaner.

only a trained I.T. specialist can be trusted to completely wipe a hard drive clean

Because information can't ever be completely wiped off the hard drive securely. Even the CompTIA test says you should "take a hammer" to it.

You can, but I would advise against it as your computer should be shut down normally thru Windows. This way Windows is shut down properly, and the the read/write head on the hard drive is properly "parked" in a safe area on the hard drive.

The first computers used punch cards to operate and get them to do calculations. Then they came out with computers that had keyboards and you used 8" floppy drives where everything you did was either programming or off of programs contained on those disks. Now you have operating systems and can save and run programs off your hard drive. You don't need to know ANY programming to run today's computers.
