It is always possible to purify water. Water can be distilled. Of course, in the case of contaminated ground water, you have to get it out of the ground first. To purify it while it is still in the ground is difficult or impossible, depending upon the type of contamination, but there are some ecological systems which can help to purify water. Wetlands are good for that purpose. But there are limits to the types of contamination which they can remedy.

I have read many different sources and I have noticed that they all say that if you add bases to acidic/polluted water, it will neutralize it.
