A can of Spray Brake Parts cleaner will work well but do not get it on the upholstery or carpet. Also spray electronic cleaner should work well to remove the sticky pop.

The whole assembley of the passanger seat belt should come out with a star tool after you pop off the plastic covering where the bolt screws into the drive line hump. And the same thing for the seat belt buckle where the seat belt clicks in. Be carful not to crack the plastic seat belt cover that goes over the belt strap of the receving buckle . keep in mind that the plastic is old and sun rotted and will crack or fall apart very easily. / while storing the parts keep then in a cool dry place where there is no sun. So they will not further rott if you decide to put it back in. Try to revise the plastic by coating it with a heavy grade oli whill storing it to keep the plastic from further rotting. perferabley a heavy grade rear end oli. or somthing heavier and just wipe off the oli if you ever decide to put it back in.

Remove this large Torx bolt, unplug any electrical wires below the seat, and remove the entire seat from the Explorer. Same seat belt got stuck on my 1998 Pathfinder. The plastic cover that starts at the take up slot and goes all the way to the floor can be popped out to gain access to the seat belt take up. In my case, I didn't have to go all the way to the floor. After popping the top of the piece at the take up slot the belt suddenly became unstuck and began to work OK. I never got to see how it was stuck, but I believe that the seat belt had folded over and twisted around behind the plastic piece. To pop the piece open, I used the wooden handle of a small cleaning brush. I felt that a screw driver would break the plastic piece. Hope this helps with your stuck belt.
