The Bissell steam mop can be used to clean a vinyl floor. In fact it can also be used on marble, ceramic, stone, laminate, linoleum and sealed hardwood floors.
It depends on the type of floor that you are putting down the vinyl flooring on top of. If it is concrete, then make sure it is clean, dry and repair any cracks or holes. If the old vinyl flooring is in good repair then just put the new vinyl flooring over it or use an embossing leveler for slightly worn vinyl flooring. If the old vinyl flooring is in very poor shape remove it completely. Plywood underlayment can be used for other types of flooring that you will put new vinyl flooring down on top of.
I've used NON-AMMONIATED FLOOR STRIPPER, if the floor has no scratches, it's left like brand new. In Canada you find it at Home Hardware.
The strength of vinyl all depends on what type you purchase. There is a wind strength that each product has, and then there is a thickness. Thickness can range from .040 to .1. The thicker the vinyl the stronger it is to resisting impact.
Armstrong Vinyl Floor Cleaner is a great cleaner; it leaves a very thin film of acrylic, preserving your vinyl floor's finish. I personally avoid vinegar or ammonia as they exacerbate this author's asthma. You can mop them with a solution of 1/2 cup vinegar and a gallon of warm water, which is a very effective cleaner, and no rinsing required. Vinegar is safe on floors, as well as being safe for children and pets. It's also safe for the environment, so it is a great alternative for those "going green". Or, if you prefer, you can also clean them with Murphy's Oil Soap. Mix 1/4 to one gallon warm water, mop as usual. No rinsing required.

Milton ... the cure all for impossible stains and marks
I've used Goo Gone to remove stains from vinyl bags before. I would test it on an inconspicuous area first to make sure it doesn't harm the finish. I used it mostly to remove surface stains and dirt, so if your stain is deep into the vinyl it might not work as well.
Cleaning a vinyl fence is simple, as with the texture of the material, stains don't tend to stick. Here are simple tips for cleaning your vinyl fence: 1. Wash it using the spray from a garden hose, which should loosen and remove dust and mud. 2. Use a wet rag to wipe off marks that didn't get washed out. 3. For more stubborn stains adding a very small amount of bleach to the water should help. Note: avoid using a metal scraper as that may damage the fence. Hope this helps!
