First, wear gloves to protect your hands. You might try adding one or two CAP fulls of Windex to a bucket of water to "cut" through the nicotene stains. If that fails, the only way to clean walls damaged by smoking is to buy some sugar soap to make up a strong solution. However, it is real hard work; lots of scrubbing. Make sure to rinse with clear water (e.g. have a second bucket), and change dirty water frequently. You may have to do this two or three times because it is a real dirty job.
if you cant get all off and its quite bad, the only thing left to do is buy some shellac primer called bin primer. You can buy this from good decorators merchants you will need disposable overalls and a mask, cheap throw away roller and tray, then coat the walls. This will stop it from bleeding through the emulsion paint when you repaint the room.
