It's cloudy because it depends what fishes you have like a tank with a filter it cleans it all the dirt out or you have for example a betta fish they can have a cloudy tank cuz of their food. So your tank is cloudy because you don't have a filter and chemicals for clear water. Hope it helps.
Milky pool water is caused by algae Take a sample of water to your pool shop and get them to test it for you this service is usually free. They will advise you as to just what you need to overcome the problem. If the problem persists you may have to resort to using a floculant to settle the stuff to the bottom and vacuum it to waste your pool shop will also be able to advise you on this.
Lots of extended hours of filtration and proper chemical balance.
Leave the water undisturbed for sometime. The impurities settle down to the bottom by a process called sedimentation.
Do a big water change, since cloudy water is a sign of overfeeding or poor filtration. Also, test your water for ammonia.

Go to a pet supply store and ask if they have any aquarium sealant. Tell them how much it is leaking and where and they can recommend a product to fix the issue or tell you if it would be too difficult to fix.

I Know This Wasnt Your Q. BUT NEVER LEAVE A BETTA FISH IN A TINNY CUP By:Expert Serena
If your goldfish is lying on its side at the top of your tank, or floating with its tail up, it probably has fish's bladder. to fix this you should try feeding your fish mashed up green peas (i know it sounds gross but it works) for a couple days instead of its regular fish food. also take a look at its fins. if they look shredded or inflamed, and you have other fish in the tank, TAKE THEM OUT IMMEDIATELY! they might be attacking your sick fish. when you transfer your other fish, be sure to put them in a tank or bowl with a lid, or else they will jump out. this happened to me and i found my fish dried up and dead. if it is on the bottom of the tank, it probably has ich. get some water treatment drops, and test the nitrates level. Hope this helps! I've had goldfish for six years, they have died of every disease imaginable.
