There is no tower to climb on Red Dragon Island. When you reach the Fortress for the first time, you should go right to get a scroll dropped by Jack and Annie, then go all the way left to the Lake House. When you have used your Ninja skills to reach the Fortress, work your way through the levels recovering the Haiku, then exit at the top to face the Shogun. Use the throwing star to cut down the cage with Jack and Annie, and then you will fight the Red Dragon to complete the game. (see links)
